Registering a Truck in Poland: No Excise Duty, But One Tax Everyone Misses
You have the truck. Now it has to go on the road in Poland — a process that is both cheaper and more rule-bound than most people expect.
First, the most common misconception: no excise on trucks
Everyone importing a vehicle from Germany budgets for akcyza, the Polish excise duty. On trucks and tractor units there is no such duty. Excise applies only to passenger cars, at 3.1% or 18.6% of value depending on engine capacity.
The critical point: what decides is not the name of the vehicle but its classification. A genuine tractor unit or truck falls outside it; a van classified as a passenger vehicle does not. Check the classification on the documents before you buy.
The 30-day rule
A vehicle brought in from abroad must be registered within 30 days. Missing the deadline carries a 500 PLN penalty, and if the vehicle is still unregistered 180 days after the deadline the penalty doubles to 1,000 PLN.
This is a timetable worth planning around, particularly for operators importing several vehicles at once.
Registration cost and documents
The registration fee itself is surprisingly low: roughly 160 PLN including new plates. The components are the registration certificate (54 PLN), the plates (80 PLN), the temporary permit (13.50 PLN) and record fees.
What you need:
- The foreign registration document and, where issued, proof of deregistration
- The purchase contract or invoice
- Sworn translations where required
- A technical inspection (badanie techniczne) — required for imported vehicles
- Compulsory motor insurance (OC)
The real cost sits here: vehicle tax
This is the item foreign operators miss most often, because most countries have no direct equivalent.
Every vehicle over 3.5 t carries an annual municipal tax. The 2026 maximum rates:
- Truck of 12 t and above: 4,809.70 PLN
- Tractor unit (combination 3.5–12 t): 2,940.51 PLN
- Tractor unit (combination 12 t and above): up to 36 t 3,717.57 PLN, above 36 t 4,809.70 PLN
The actual rate is set by the municipality and can sit below these ceilings; the number of axles, suspension type and model year also matter. The tax is paid in two instalments, by 15 February and 15 September. For a vehicle acquired during the year, liability starts from the month following registration.
Across a fleet of five tractor units this reaches five figures annually. It belongs in the budget from day one.
e-TOLL
Registration is mandatory for all vehicles over 3.5 t and for buses. Registering is free; what you pay for is road use.
From 1 February 2026 the tolled network expanded by around 645 km to roughly 5,869 km, and the rates changed. For vehicles above 12 t the motorway and expressway rate runs from 0.56 PLN per km (EURO 5 and above) to 1.07 PLN per km (EURO 2 and below).
The emission class of your fleet feeds straight into the cost per kilometre — an older truck is cheap to buy and expensive to run.
An important change from 21 September 2026: vehicles up to 3.5 t travelling with a trailer drop out of e-TOLL. Unused balances on the account can be reclaimed until 21 September 2027; amounts not claimed within that window are not refunded.
Do not forget the licence side
Each registered vehicle needs its own certified copy of the licence (wypis). On a Community licence of up to ten years that is 880 PLN per vehicle — the one cost that scales with fleet size.
Separately, vehicles of 2.5–3.5 t in international transport require a second-generation smart tachograph from 1 July 2026.
The sequence
Registering a vehicle is not a single act but a chain: registration → technical inspection → motor insurance → vehicle tax declaration → e-TOLL account → certified copy. Skip a link and it shows up the first time the truck is stopped at the roadside.
