The Polish Transport Licence: Two Documents, Real Costs, Real Timeline
Most operators talk about getting “the transport licence”, as if it were one document. It is two separate documents, plus a certified copy for each vehicle. If your cost estimate is coming out wrong, the third item is usually why.
Document 1 — Operator authorisation
Zezwolenie na wykonywanie zawodu przewoźnika drogowego — the authorisation to pursue the occupation of road transport operator. It is the base document for any commercial haulage, and the fee is 1,000 PLN.
It is issued by the county authority (starosta) for the company’s registered seat, or handled by GITD when applied for together with the Community licence.
Document 2 — Community licence
Licencja wspólnotowa — required for international transport. You do not need it to work purely inside Poland, but the moment you carry goods across the EU it is mandatory. It is issued by GITD, the Chief Inspectorate of Road Transport.
The fee depends on duration: 4,000 PLN for up to 5 years, 8,000 PLN for 5–10 years.
The cost that actually scales: one wypis per vehicle
The licence is issued to the company. Every vehicle then needs its own wypis — a certified copy of the licence. One wypis authorises one vehicle; you cannot run two trucks on the same copy.
The fee per copy: 440 PLN on a licence up to 5 years, 880 PLN on a 5–10 year licence.
Worked example — starting with five vehicles on a ten-year licence:
- operator authorisation: 1,000 PLN
- Community licence: 8,000 PLN
- 5 × wypis at 880 PLN: 4,400 PLN
- total: 13,400 PLN
That is the line that grows with the fleet. Budget the per-vehicle copy from the start, not as an afterthought.
What must be in place before you apply
No licence is issued until the four conditions are met:
- Establishment and operating base — a virtual office does not qualify. Detail: Why a virtual office won’t get you a licence
- Good repute — for the company and the transport manager
- Financial standing — €9,000 for the first vehicle, €5,000 for each additional (€1,800 / €900 for vans 2.5–3.5t)
- Professional competence — a transport manager holding the certificate

How long does it take?
Once the file is complete, the decision is a matter of weeks. What extends the timeline is almost never the authority — it is assembling the file: the base agreement, the evidence of financial standing, the appointment of the transport manager. An incomplete application comes back and you start again.
