ZUS in Your First 30 Months: Ulga na Start, Preferential Base, Mały ZUS Plus
The first two and a half years of a Polish sole trader’s ZUS liability are a staircase, and almost everyone who gets into trouble does so at a step rather than on a flat. The amounts are published, the dates are knowable in advance, and the money is still routinely owed — because the transitions are silent. Nobody writes to tell you that a relief has ended.
Here is the whole staircase with the dates attached.
Months 1–6: ulga na start
No social contributions at all. You pay only the health contribution, minimum 432.54 zł a month in 2026.
Two things about this step.
It is optional, and sometimes worth declining. Months on ulga na start do not count towards your pension record, and you have no sickness cover. If you expect to need sick pay — or you are close to a pension qualifying period — the relief can cost more than it saves.
It is six months, not “the first year”. This is the misunderstanding that produces the first surprise bill. The clock starts on the date business activity begins.
Months 7–30: the preferential base
Social contributions on a reduced base of 1,441.80 zł, which works out at 456.18 zł a month including voluntary sickness cover — plus the health contribution on top, still at least 432.54 zł.
Twenty-four months, immediately after ulga na start. If you declined ulga na start, the preferential period begins straight away instead.
Month 31 onwards: the full rate
Contributions jump to the standard base of 5,652 zł, which is 1,926.76 zł a month with sickness cover — plus health. In round terms the social element goes from about 456 zł to about 1,927 zł overnight.
That is the step that hurts. It is a four-fold increase, it arrives on a known date, and it arrives whether or not the business is earning. A sole trader whose pricing was set during the preferential period, and who has not adjusted it, discovers in a single month that their margin has moved.
Diary it the day you register. Thirty months is far enough away to forget and near enough to matter.
After that: Mały ZUS Plus, if you qualify
If your prior-year revenue was under 120,000 zł, you may pay contributions on a base derived from your income rather than the flat standard base. It runs for 36 months out of any 60, so it is a partial reprieve rather than a permanent regime, and it is calculated from your own figures each year.
It is worth checking every year, because eligibility turns on the previous year’s revenue and businesses cross the line in both directions.
The health contribution, which is a separate system
Social contributions and the health contribution are not the same thing and do not follow the same rules. The health contribution depends on your tax form:
- Tax scale: 9% of income, minimum 432.54 zł a month.
- Flat tax: 4.9% of income, same minimum.
- Lump sum (ryczałt): three flat amounts by cumulative revenue band — 498.35 zł, 830.58 zł or 1,495.04 zł a month.
And one detail that catches people every year: the health contribution year runs from 1 February, not 1 January. The minimum rises in February, so a January projection built on last year’s figure is wrong by a month.
The two reliefs people forget they have
Wakacje składkowe — one contribution-free month per calendar year, on application. It is not automatic; you have to ask, in advance, for a specific month. Choose one where cash is tight rather than taking it in whichever month you happen to remember.
Declining sickness cover. It is voluntary. Dropping it lowers the monthly contribution, and it also removes sick pay and maternity entitlement. Worth a deliberate decision rather than a default.
What to do with this
Put three dates in a calendar on the day you register: the end of month 6, the end of month 30, and a February reminder to check the new health minimum. Those three dates account for nearly every ZUS surprise we see.
Then run your own figures. The ZUS calculator shows the whole staircase for your situation, month by month, including the health contribution that none of the social reliefs cover.
Frequently asked questions
- How long does ulga na start last?
- Six months from the date business activity begins — not the first year, which is the common misunderstanding. During it you pay no social contributions at all, only the health contribution, at least 432.54 zł a month in 2026. It is optional, and declining it can be sensible: those months do not count towards your pension record and you have no sickness cover.
- How much is preferential ZUS in 2026?
- Social contributions on a reduced base of 1,441.80 zł, which is 456.18 zł a month including voluntary sickness cover, plus the health contribution of at least 432.54 zł on top. It runs for 24 months — months 7 to 30 of the business if you took ulga na start first, or from the start if you did not.
- What happens after 30 months of business in Poland?
- Contributions move to the standard base of 5,652 zł, which is 1,926.76 zł a month with sickness cover, plus health. The social element rises roughly four-fold from about 456 zł, on a date fixed at registration, whether or not the business is earning. Diary it when you register — pricing set during the preferential period usually needs revisiting.
- Why does my health contribution change in February?
- The health contribution year runs from 1 February to 31 January, not with the calendar year, so the minimum rises in February rather than January. A budget built in January on the previous year's figure is therefore wrong by one month, which is a small but reliably annoying surprise.
- What are wakacje składkowe?
- One contribution-free month per calendar year for sole traders. It is not automatic — you apply in advance for a specific month — so it is worth choosing a month when cash is tight rather than remembering it late in the year and taking whatever is left.
